Organizations require legitimacy to attract constituents' support Legitimacy, however, is always problematic. Thus, organizations frequently pursue legitimacy through a variety of substantive and symbolic practices. But legitimacy is a social judgment that is ultimately accorded the organization by its constituents. Organizations that pursue this judgement run the risk of “protesting too much”–of being perceived as precisely the opposite, manipulative and illegitimate. Such organizations include (1) the clumsy actor, perceived as unethical, heavy-handed, or insensitive, (2) the nervous actor, perceived as dogmatic, intolerant, or evasive, and (3) the overacting actor, perceived to overstate claims to legitimacy or overreact to faults. The analysis suggests that attempts to increase legitimacy may trigger a series of vicious circles which ultimately decrease legitimacy.

This paper focuses on the political processes through which legitimacy was sought for a large information technology system by its sponsors and key supporters. It is suggested that this was accomplished by means of a niche marketing campaign in which key stakeholder groups were fed radically differ ent explanations regarding the motivations which prompted investment in the system and its likely implications for them and the organization. The system was legitimated by a combination of 'rational' arguments which appealed to stakeholder self-interest and cultural norms, control over the flow of informa tion, and symbolic action. The research contribution this paper makes is to illustrate the symbolic and political processes, some of which can be inter preted as hypocritical, by which a select group attempted to manipulate other actors' understandings of a large and complex IT system.

Austrian immigration authorities frequently reject the family reunion applications of immigrant workers. They justify their decisions not only on legal grounds but also on the basis of their own often prejudiced judgements of the applicants' ability to `integrate' into Austrian society. A discourse-historical method is combined with systemic-functionally oriented methods of text analysis to study the official letters which notify immigrant workers of the rejection of their family reunion applications. The systemic-functionally oriented methods are used in a detailed analysis of a sample of rejection letters while the discourse-historical method allows this analysis to be intertextually connected to other related genres of discourse and strategies of argumentation, and to the history of post-war immigration in Austria generally.

Vaara E., Tienari J., & Laurila J. (2006). Pulp and paper fiction: On the discursive legitimation of global industrial restructuring. Organization Studies, 27(6), 789-813.
Despite the central role of legitimacy in social and organizational life, we know little of the subtle meaning-making processes through which organizational phenomena, such as industrial restructuring, are legitimated in contemporary society. Therefore, this paper examines the discursive legitimation strategies used when making sense of global industrial restructuring in the media. Based on a critical discourse analysis of extensive media coverage of a revolutionary pulp and paper sector merger, we distinguish and analyze five legitimation strategies: (1) normalization, (2) authorization, (3) rationalization, (4) moralization, and (5) narrativization. We argue that while these specific legitimation strategies appear in individual texts, their recurring use in the intertextual totality of the public discussion establishes the core elements of the emerging legitimating discourse.

Winfield B. H., & Peng Z. (2005). Market or party controls?: Chinese media in transition. Gazette, 67(3), 255-270
This study examines, distinguishes and discusses as grounded theory the changes of the past 20 years in the Chinese media system as a result of the economic reforms. While the new media market challenges the current Chinese Party orthodoxy by initiating a redistribution of power and interests, this study argues that the western model of a libertarian press system is hardly a possibility. With a convolution of the Party line and the bottom line, a Chinese media system is moving from totalitarianism to market authoritarianism. Building on the premise that previous western press systems based on the Four Theories and their updates have failed to fit the unique case of China, the authors propose new theoretical perspectives in studying media systems in transition.
