在“新冠肺炎疫情”的防控体系中,标语作为健康传播和社会动员的主力军被广泛使用。本研究对各地“防疫”标语进行话语分析,提取话语策略,解构话语框架,并深挖标语背后的权力结构,以探索标语在突发公共卫生事件中的健康动员潜力。研究发现,“防疫”标语致力于通过修辞语态、暴力符码等话语策略来落实对个体的健康动员意图;在公共健康框架下,标语依据“我-家-社区-社会”的路径构建利益共同体;基层组织是标语的主要发布者,但其创作耦合了政府诉求和民间意志。

Abstract

In the prevention and control system of COVID-19 Pandemic, slogans are widely used as one of the main ways of health communication and social mobilization. This research conducts a discourse analysis on the epidemic prevention slogans in various places, extracts the discourse strategy, deconstructs the discourse frame, and explores the power structure, to illustrate the health mobilization potential of slogans in public health emergency. It is found that the slogans were devoted to realizing the intention of individual health mobilization by rhetorical and violent discourse strategies. Under such a framework of public health, the slogans built a community of common interests along the path of “self-family-community-society”. Besides, grass-roots organizations may be the main publishers of slogans, the creations of which were based on the coupling of government demands and folk will.

The present paper aims to analyse a number of those slogans collected from the sit-in quarters in Egypt, Libya and Yemen. Using political discourse analysis, it unravels various typical discourse structures and strategies that are used in slogans in the construction of a sub-genre of political discourse in the Arab world. Drawing data from several mediums, including banners, wall graffiti, audio-visual instruments, chanting, speeches and songs, this paper tries to show the extent to which the slogans serve as a medium by which political complaints and comments are dispensed and consumed. This paper draws on a rhetorical analysis to find out their persuasive effect on shaping the Arab intellect and on the change of the political atmosphere in the region. Lastly, this paper attempts to show to what extent the slogans meet the standards of political discourse and whether they can be considered as a sub-genre of political discourse or not.

India has the largest number of people living with HIV/AIDS in Asia and the second largest in the world after South Africa (UNAIDS, 2004). The Indian media play an important role in the social construction of the HIV/AIDS problem nationally. This article uses grounded theory and the concept of media framing to understand the manner in which Indian newspapers make sense of the HIV/ AIDS problem. Specifically, this analysis focuses on the multiple and often times competing frames and resources used by stakeholders with respect the following topical categories (a) severity of HIV/AIDS in India, (b) causes and solutions, and (c) beliefs about who is at risk. Following the World Health Organization (WHO) declaration of a Public Health Emergency of International Concern regarding the Ebola outbreak in West Africa in July 2014, UNICEF was asked to co-lead, in coordination with WHO and the ministries of health of affected countries, the communication and social mobilization component-which UNICEF refers to as communication for development (C4D)-of the Ebola response. For the first time in an emergency setting, C4D was formally incorporated into each country's national response, alongside more typical components such as supplies and logistics, surveillance, and clinical care. This article describes the lessons learned about social mobilization and community engagement in the emergency response to the Ebola outbreak, with a particular focus on UNICEF's C4D work in Guinea, Liberia, and Sierra Leone. The lessons emerged through an assessment conducted by UNICEF using 4 methods: a literature review of key documents, meeting reports, and other articles; structured discussions conducted in June 2015 and October 2015 with UNICEF and civil society experts; an electronic survey, launched in October and November 2015, with staff from government, the UN, or any partner organization who worked on Ebola (N = 53); and key informant interviews (N = 5). After triangulating the findings from all data sources, we distilled lessons under 7 major domains: (1) strategy and decentralization: develop a comprehensive C4D strategy with communities at the center and decentralized programming to facilitate flexibility and adaptation to the local context; (2) coordination: establish C4D leadership with the necessary authority to coordinate between partners and enforce use of standard operating procedures as a central coordination and quality assurance tool; (3) entering and engaging communities: invest in key communication channels (such as radio) and trusted local community members; (4) messaging: adapt messages and strategies continually as patterns of the epidemic change over time; (5) partnerships: invest in strategic partnerships with community, religious leaders, journalists, radio stations, and partner organizations; (6) capacity building: support a network of local and international professionals with capacity for C4D who can be deployed rapidly; (7) data and performance monitoring: establish clear C4D process and impact indicators and strive for real-time data analysis and rapid feedback to communities and authorities to inform decision making. Ultimately, communication, community engagement, and social mobilization need to be formally placed within the global humanitarian response architecture with proper funding to effectively support future public health emergencies, which are as much a social as a health phenomenon.© Gillespie et al.

Despite repeated calls for a more critical and "culture-centered" approach to health communication, textual analysis of televised public service advertising (PSA) campaigns has been largely neglected, even by critical communication scholars. In the case of "developing" countries in particular, there is an acute shortage of such literature. On the other hand, following the outbreak of major public health diseases such as AIDS, most countries have adopted PSA campaigns as the most preferred means of communicating messages. Drawing on insights from cultural studies (especially Antonio Gramsci and Stuart Hall), this article engages in textual analysis of the televised PSA campaigns launched by the Indian state to prevent HIV/AIDS between 2002 and 2005. Through such analysis, it argues that although few diseases in Indian history have spurred such massive and creative efforts for mass mobilization as AIDS, these efforts, in terms of their ethical implications, have been far from emancipatory. In fact, they have constructed and perpetuated the logic of domination and control along class, gender, sexuality, and knowledge systems, often contradicting and potentially harming the very goal of HIV prevention and of health promotion and empowerment. This article also holds that assessing public health campaigns through textual analysis, a highly neglected tool in health communication, can shed important light on a far more complex and changing nature of the state and public policy, especially in the developing world, thereby opening up space for alternative theorizing for health communication and social change.

The ongoing outbreak of the Ebola virus in West Africa is the largest on record; it has undermined already fragile healthcare systems and presented new challenges to contain the spread of the disease. Based on our observations in the field and insights from referenced sources, we aimed to identify key experiences of community engagement and social mobilization efforts in the current Ebola response. We concluded that there is no excuse not to actively involve local people and that the United Nations (UN) agencies and other partners did learn from their earlier mistakes to make a genuine attempt to better engage with communities. However, bottom-up approaches have not been widely implemented during the response and the reasons for not doing so must be further assessed. Health promotion can make an important contribution, because it shows how to enable people to take more control over their lives and health. This article is an analysis of the community mobilization process used at the Warm Springs Indian Reservation as part of a health education campaign. This paper presents the results of a study of state-wide adolescent pregnancy prevention coalitions. Key informants in five states throughout the southern United States were given semi-structured interviews regarding the adolescent pregnancy prevention coalitions in their states. From these interviews and other documents, conclusions were drawn regarding the nature and importance of the environments within which these coalitions operate, the universe of activities in which coalitions engage, and the stages of development of these coalitions. Katz and Kahn's model of social organizations served as the basis for understanding coalitions in terms of these three considerations. Future research should consider the utility of organizational models that can explain more fully the organization--committee hybrid structure that tends to characterize these coalitions.

This article describes the development of standard operating procedures (SOPs) for social mobilization and community engagement (SM/CE) in Sierra Leone during the Ebola outbreak of 2014-2015. It aims to (a) explain the rationale for a standardized approach, (b) describe the methodology used to develop the resulting SOPs, and (c) discuss the implications of the SOPs for future outbreak responses. Mixed methodologies were applied, including analysis of data on Ebola-related knowledge, attitudes, and practices; consultation through a national forum; and a series of workshops with more than 250 participants active in SM/CE in seven districts with recent confirmed cases. Specific challenges, best practices, and operational models were identified in relation to (a) the quality of SM/CE approaches; (b) coordination and operational structures; and (c) integration with Ebola services, including case management, burials, quarantine, and surveillance. This information was synthesized and codified into the SOPs, which include principles, roles, and actions for partners engaging in SM/CE as part of the Ebola response. This experience points to the need for a set of global principles and standards for meaningful SM/CE that can be rapidly adapted as a high-priority response component at the outset of future health and humanitarian crises.

In many countries adolescent alcohol use is a major health problem. To supplement national policies, it is important to trial community interventions as a potential strategy to prevent adolescent alcohol use.This study evaluated a multicomponent community intervention that included community mobilisation, social marketing, and the monitoring of alcohol sales to minors. Evaluation was a clustered randomised trial design with 14 intervention and 14 control communities. Prior to randomisation, communities were matched on socioeconomic status and location. Intervention communities were not blinded.3545 Year 8 students (M = 12 years) were surveyed at baseline from 75 schools; 3377 students were surveyed post intervention in 2013 from 54 schools.It was hypothesised that the primary outcome, individual alcohol consumption in last 30 days, after the intervention would be 15% lower in intervention communities. Secondary outcomes were consumption in the past year and intention not to drink before age 18.The intervention communities showed larger relative reductions compared to the controls in last 30-day consumption and past year (10%), but not significantly different. A significantly lower proportion of participants in the intervention community (63%), compared to the controls (71%), reported intending to drink before 18 years old. Subgroup analysis identified regional and state differences for some secondary measures.Intervention assignment was associated with lower adolescent intention to drink before the age of 18.
