媒介使用对地方政府信任的作用机制研究
Research on Mechanisms of Media Use to Local Governments Trust
本文聚焦媒介使用对政府信任的影响,运用社会网络与职业经历问卷调查数据(JSNET2014),通过探索性因子分析区分出地方政府信任变量,并将媒介使用分为传统媒体使用、互联网使用、知识社群参与三类,在此基础上探讨媒介使用对地方政府信任的正负效应和作用机制。研究发现,传统媒体使用、互联网使用对地方政府信任均有负向显著影响,知识社群参与对地方政府信任没有显著影响。知识社群参与是媒介使用操作化上的创新。本文发现了媒介使用影响政府信任的绩效感知、信息控制、参照群体、认知转型、信任传递机制,对社会治理具有参考和借鉴意义。
This paper focuses on the impact of media use on government trust, using the data from the social network and professional experience questionnaire survey (JSNET 2014), to distinguish local government trust variables through exploratory factor analysis and divide media use into three categories, including traditional media use, Internet use, and knowledge community participation, on the basis of which the positive and negative effects and mechanisms of media use on local government trust are explored. The study finds out that traditional media use and Internet use have negative impact on local government trust and knowledge community participation has no significant impact on local government trust. Knowledge community participation is an innovation in the operationalization of media use. This paper finds out the mechanisms of media use affects government trust, which are performance perception, information control, reference groups, cognitive transition and trust transfer, and this has reference and implications for social governance.

“In God We Trust: Everyone Else Pays Cash.” America's political leaders should not pretend to godliness; no one will be fooled. According to prestigious biennial national surveys, the government's credit rating has steadily declined as a result of a disastrous foreign investment and growing consumer resistance to its “line” of products. Neither the country's present management nor its most prominent rivals inspire public confidence. How, then, can the political system rebuild its depleted reserves of political trust, the basis of future growth and stability? Will “one good season,” better advertising, new blood in the boardroom or product innovation be sufficient? Or is a drastic restructuring of the regime's organization and operating procedures the only alternative to liquidation?

Literature on public opinion in China suggests that public support for the Chinese Communist party (CCP) is quite high. No matter how survey questions regarding regime support are phrased, the results are the same. The obvious question arises: how does an authoritarian regime, such as the PRC, garner the support of the vast majority of its citizens? I argue that the exposure-acceptance model best explains the high level of public support in China. This model suggests that educated citizens, who are politically aware, display high levels of political support within an authoritarian regime, but citizens at the highest levels of education are more resistant to political messages and tend to have lower levels of support. However, in a developing country such as China there are unequal educational opportunities for rural and urban citizens. This has a significant influence on how education affects regime support. Despite lower levels of support among the most educated citizens, the CCP still manages to maintain a high level of popular support through strict control over the media and education system.

This article shows that while some Chinese villagers see the state as monolithic, more believe that there are substantial differences between the central and local governments. Among those who perceive a divided state, most appear to have more trust in higher levels than in lower levels and distinguish between the intent and the capacity of the central government (“the Center”). They trust that the Center’s intent is beneficent but distrust its capacity to ensure faithful implementation of its policies. The article concludes that the central state has some breathing space because dissatisfaction with lower levels does not immediately generate demands for fundamental political reforms; in addition, the combination of trust in the Center’s intent and distrust in its capacity may encourage villagers to defy local officials in the name of the Center. If villagers’ rightful resistance fails, total disillusionment with the Center may set in, resulting in cynicism or radicalism.

This article proposes two explanations for why public confidence in China’s central authorities has appeared high and stable since the early 1990s. Drawing on interviews with petitioners in Beijing, it argues that trust in the Center is resilient in the sense that individuals who might be expected to lose trust often manage to retain it by redefining what constitutes the Center and what is trustworthy about it. On one hand, they remain confident by excluding authorities they find untrustworthy from the Center. On the other hand, they remain confident in the Center’s commitment even when they no longer trust its capabilities. Drawing on a local survey conducted in 2011, this article suggests that global and generic measures used in national surveys may overstate the amount of public confidence in central authorities by missing two subtle variations. First, people may sound confident about central leaders in general while they only trust one or some leaders. Second, people may sound fully confident about central leaders while they only have partial trust.

National survey data demonstrate that support of the federal government decreased substantially between 1964 and 1970. Policy preference, a lack of perceived difference between the parties, and policy dissatisfaction were hypothesized as correlates of trust and alternative explanations of this decrease. Analysis revealed that the increased distrust in government, or cynicism, was associated with reactions to the issues of racial integration and U.S. involvement in the Vietnam war. A curvilinear relationship was found between policy preference on these and other contemporary social issues and political cynicism. The minority favoring centrist policies was more likely to trust the government than the large proportion who preferred noncentrist policy alternatives. This complex relationship between trust and policy preference is explained by dissatisfaction with the policies of both political parties. The dissatisfied noncentrists formed highly polarized and distinct types: “cynics of the left,” who preferred policies providing social change, and “cynics of the right,” who favored policies of social control.

Popular trust in political institutions is vital to democracy, but in post-Communist countries, popular distrust for institutions is widespread, and prospects for generating increased political trust are uncertain given disagreements over its origins. Cultural theories emphasizing exogenous determinants of trust compete with institutional theories emphasizing endogenous influences, and both can be further differentiated into micro and macro variants. Competing hypotheses drawn from these theories are tested using data from 10 post-Communist countries in Eastern and Central Europe and the former Soviet Union. Aggregate data on economic and political performance are combined with survey data on interpersonal and political trust, political socialization experiences, and individual evaluations of national performance. Results strongly support the superiority of institutional explanations of the origins of political trust, especially micro-level explanations, while providing little support for either micro-cultural or macro-cultural explanations. This encourages cautious optimism about the potential for nurturing popular trust in new democratic institutions.

The importance of trust has long been emphasised by social and political theorists from Locke and Tocqueville to Putnam and civil society theorists. However, individual survey data casts substantial doubt on this powerful tradition of thought. There is little evidence of (1) an overlap between social and political trust, (2) a syndrome of trust and membership of voluntary organizations, and (3) the existence of trusting/distrusting dispositions among individuals. However, at the aggregate national level there is evidence to support the theory, and the author concludes that the classic theory is correct but needs modification and qualification.

Television journalism can produce significant changes in opinions about basic American institutions and may also foster political malaise. Laboratory investigation revealed that the CBS documentary, “The Selling of the Pentagon,” convinced viewers that the military participated more in national politics and misled the public more about Vietnam than these viewers had previously believed. The program also caused a significant decrease in political efficacy among all our groups. This finding led to correlational research to determine if exposure to television news is also associated with lower levels of efficacy.
