本文认为，新闻媒介体制是在一定宏观制度环境下的，遵照一定新闻观念的新闻媒 介组织及其工作者、新闻媒介管理机构与新闻媒介制度规范的统一体。其中，新闻观念 是新闻媒介体制的灵魂，新闻管理是新闻媒介体制的保障，而新闻媒介组织及其工作者 则是新闻媒介体制的运行主体，它们共同构建了一个“同心圆”式的层次结构。此外， 新闻媒介体制是一个历史的存在，它既依赖于整个社会体制又能够相对独立地运行，并 且其存在形式是多元的。

This paper raises that news media system is a system that, under certain contexts, combines news media organizations and their practitioners, news media management organizations and news media regulations with certain news conception. Among them, news conception, news management, news media organizations and their practitioners are the soul, guarantee and operational subject of news media system respectively. They construct a ‘concentric circles’ structure. In addition, news media system is a historical existence. Not only does it depend on the whole social system, but also it can run relatively independently and its form is diverse.
