本文以台湾的公共期刊数据库——“期刊论文索引系统”——的建构为例，针对期刊知识商品化的形成过程进行历史文献分析，辅以对《新闻学研究》、《教育与心理研究》等期刊主编的深度访谈，试图解析知识商品化的后果。研究发现：期刊论文在数字化的过程中，技术问题并非首要难题，反而是庞大的授权业务和行政工作让这些发行期刊的单位没有能力应付。再加上台湾当局没有给予这些单位资源协助，因而这些单位只好将相关业务交由商业数据库公司处理，而后者也就得到了独家贩卖这些知识资源的权利。其后果是原本作为主要获取管道的公共数据库，其角色逐渐被商业数据库取代，而一般群众也无法免费地使用这些受到公共经费挹注的研究。

This article focused on the process of knowledge commodification, taking the “Index to Taiwan Periodical Literature System” as a case study, which included the analysis of the two journals: Mass Communication Research and Journal of Education & Psychology. It used the historical literature review and in-depth interview as research methods. The result showed that the critical issue of digitalization of journal article is tremendous licensing and administrative business rather than technical works, which made the publishing units cannot cope with these things. In addition to that public sectors of Taiwan didn’t provide any resources to help these units, so they in turn attempted to corporate with commercial companies to deal with administrative affairs, and then these companies obtained the exclusive rights of selling journal articles. As a consequence of this, gradually, commercial database had been replacd public database as the main access channel and that ordinary people were no longer open (and free) to access to these journal articles which are funded by public sectors.
