互联网在中国发展的20余年，是信息技术从传播工具、渠道、媒介、平台进化为基础性社会要素的过程，它从本质上改变了人与人连接的场景与方式，推动社会关系网络从差序格局、团体格局向开放、互动的复杂分布式网络转型，引发了社会资源分配规则及权力分布格局的变迁。互联网作为一种新的权力来源，它对于个体与自组织群体的激活，更多地为社会中的“相对无权者”进行赋权，使权力和垄断资源从国家行为体向非国家行为体转移。本文试图在社会学、政治学、复杂系统及自组织等学科、理论的交叉视域内，探讨关系赋权的动力机制与影响机制。

In the past 20 years of Internet development, information technology has changed into the fundamental social factor from communication protocol, channel, media and platform. During this process, the social network experienced a transformation from the pattern of difference sequence and the group pattern to complicated and distributed network that is open and interactive, which have essentially changed the situation and ways people connect with each other and triggered the evolution of social resource distribution and power pattern. As a new source of power, Internet activates the individuals and the self-organizations, empowering the powerless in the society and causing power shift from the state actors to the non-state actors. This article tries to illustrate the dynamics and effect of the empowerment based on relation network in social media.
