本文首先比较了中俄两国记者权利的性质，并以此为基础着重对比分析了中俄在新闻记者职务
权利的保障、限制和监管三个层面上的异同，以期能为今后我国相关制度的制定和有效执行提供启
示和借鉴。

This paper compares the nature of journalists’ rights in China and Russia. Based on that, it mainly
analyses the similarities and differences in journalists’ rights protection, restriction and supervision in
two countries. This paper tries to provide some inspiring ideas and references for the establishment and
implementation of similar mechanisms in China.
