Media Industry Ownership Convergence and Anti-monopoly Regulation
在媒介融合的语境下,传媒产业所有权融合成为国际趋势,所有权融合可以发挥规模经济和范围经济效应,增强传媒在国际市场上的竞争力,但是传媒所有权融合要从测量区域市场和产品市场集中度出发,在实质性妨碍竞争、垄断性高价和设置进入壁垒等多层面加强反垄断规制,同时也要从保护多元化声音和公共利益的角度出发,维护传媒所有权的多样性。
In the context of media convergence, media industry ownership convergence becomes an international trend, which also facilitates the economy of scale and economy of scope, enhances media competitiveness in the international market. However, regulation institution should survey product market concentration and region market concentration, strengthen anti-monopoly regulation on Monopolistic high price, substantially hindering competitiveness as well as barriers to entry to media market. At same time, t media ownership diversity should be protected by safeguarding diversity of voice and public interest.
