摘要

  公民权利意识的觉醒促使公民积极参与公共事务,其中地方公共事务因与公民权利有更紧密的利益相关性,成为公民参与的主要对象。而作为公民参与的重要渠道,媒体及其传达的意见性信息,在介入和推动地方公共事务发展方面起着重要作用。本文以广州公民“反对修建白云山隧道”事件为切入点,探讨意见性信息在媒介平台上的传递方式,其背后的表达主体,以及影响意见性信息介入和推动地方公共事务的关键因素。

Abstract

  Civil rights consciousness prompts the activeness of citizens in participating in the public affairs. And because of the close correlations between the public affairs and the public rights, citizens volunteer actively to take part in the public affair discussion. As an important channel for citizen participation, the media and the information about opinions play important role in intervening and promoting local public affairs’ development. This paper takes the event “Debate on the Construction of Baiyunshan Tunnel in Guangzhou” as case study, aims to discuss how the opinion information is presented on different media platform., who is the main body of the opinion information, and what the key factors affect the intervention and participation of public affairs.
