This article illuminates the cause of Jiao Yulu’s report from a new perspective and believes that the Xinyang Incident in Henan Province and the Three-year Difficult Period stimulated Mu Qing to look for an outstanding county Party secretary who is loyal to the Party, loves the people, and has high morality. Jiao Yulu was the very person Mu Qing was looking for. Mu Qing’s status and profession also provided him with an insight that Jiao Yulu’s image fully met the expectations of the times. From a certain point of view, Jiao Yulu’s report metaphorically and wisely gave a historical explanation and response to the incident that should not be reported publicly.
