Abstract

Adhering to the public opinion guidance mechanism combining positive publicity and legal management is the basic policy of the journalism and public opinion work established by the Party Central Committee, and also the macro guiding principle when the party committee and the government conduct journalism and communication management and public opinion guidance. This mechanism needs to be further established and improved. From the perspective of the main body, the party committee, the government, the media association, and the media must play their due role reasonably. From the perspective of institution, we must increase effective institutional supply from three aspects: the mechanism of combining positive publicity with legal management, the research mechanism of public opinion and the governance mechanism of fake news. From the perspective of law, China's current legal system in the feld of journalism and communication is not perfect, and a complete law on journalism and communication is still in the process of preparation.
