Abstract
In 1949, from the central to local news agencies were preparing to build rules and
regulations, and the agencies began to learn from the Soviet Union. For a long time the Central
Propaganda Working Group in 1950 has not caught the attention of academic circles. The
delegation made a visit to fgure out what methods, ideas and institutions of Soviet uses. In
1954, three delegations were sent to the Soviet Union, which respectively were newspaper,
radio and news agency workers. Their aim was to study reporting experience. In this process,
there were several problems include dogmatism, space-time dislocation, acclimatized and other
issues. Combing this learning process, on the one hand is to understand the core content of the current news system and the principle of the formation of the historical process, on the other
hand is to learn one-dimensional learning lessons.
