Abstract
This article sorts out the United States' regulation of the propaganda and lobbying of
foreign forces over a hundred years, which clearly shows that the early American legislative
class believed in the political right concept, divided foreign forces into friends and enemies,
took a rejective attitude towards foreign forces with diverse political standpoints, and
imposed sanctions against them by using the Alien Friends Act, the Alien Enemy Act, and the
Sedition Acts. However, as stepping in peacetime, the United States government has changed
its cognition and attitude towards confrontational political concepts and implemented the Registration Act and Open Activity Act for foreign agents of different ideologies in some
degree so that there could be a high transparency in both ways of propagandists receiving funds
and using them. The enacted laws include the Foreign Agents Registration Act, the Lobbying
Disclosure Act, Honest Leadership and Open Government Act and others.
