Cyberspace has become a new field of international politics, economy, technology and culture. At present, the competition in this field is mainly reflected in the game of governance mechanism. Due to technology superiority, the United States has long been the dominant position in cyberspace governance. With the rapid development of the Internet industry in a large number of developing countries, it is necessary to build a fair and just network governance mechanism which is more in line with the common interests of all countries. Despite the smooth transfer of ICANN, the United States is still the dominant global network space governance, the deployment of multi stakeholder model and other possible governance model competition will continue. It is the time that an old system has been gradually broken, and the new system has not yetbeen formed. There is full of challenges, but also opportunities for China, Russia and other emerging countries. China and Russia should seize the opportunities, based on the consensus on to develop further substantive cooperation, to establish a formal dialogue, to participate in the new global governance system of space construction actively, to improve the system of the right of discourse between the two countries, and to enhance independent controllable bilateral security in cyberspace.
