Citizen’s Internet political participation is reconstructing the subject relationship of agendasetting through the deconstruction of power and information, meanwhile, the traditional issues got involved in the dilemma of internet migration and endogenous bubble is unavoidable. Based on the extension model of agenda-setting and simplifcation matrix of the intervention strategy, we analyzed the formation, precipitation and stable evolution of cooperation solution from traditional agenda-setting environment in which cooperation was not dominant in the process of agenda interaction. The results showed that logical change of the partnership from one-way leading to cooperation had announced a plural disintegration of absolute centralization. Citizen’s Internet political participation enhance the interaction of agenda-setting interaction. It is not easy any more for the uncooperative strategy invade into the enviornment of cooperation, and the strategy (high involvement, high response) will be the stable cooperation solution for a group-decisionmaking process.
