This article discusses the tendency and formation cause of speech power’s social distribution in new media era. The author points out that the current problems of social distribution of speech power are that the netizens easily transfer their rights into a kind of hegemony fighting: releasing false news for occupying the highland; polarizing the using of speech power, and making pseudo public opinions and anomie of discourse. How to establish a healthy social distribution mechanism of speech power? the article provides its own viewpoint: establishing dialogue mechanism; promoting the convergence and interaction between the discourse of traditional media and new media; seeking the ways of the common discourse representation, letting the speech power plays its positive effects in events; giving each social individual expression opportunity and finally, facilitating social discourse downward shift.
