The position and function changed a lot on Jinzouguan from Tang to Song Dynasty, which were obviously reflected in the reducing function and the strengthening control.During the period of Tang and Five Dynasties,Jinzouguan issued the official report and was responsible for the communication between the central and local on behalf of local,companied with deeply political participation and seriously criminal behavior. In Song Dynasty,the range of Jinzouguan’s function was shrunk,and the secrety of official documents was reinforced when the detailed punishment was severe and the payment was reduced. From Tang to Song Dynasty, Jinzouguan was changed from powerful politicians to information deliverer,thus the control of political information communication was realized under the reinforcing trend of authority centralization.
