New Media, Citizen Journalists and Good Governance of Environmental Civil Society in the NIMBY Conflict

Abstract

        Environmental protection has higher political legitimacy and public sentiment foundation in Contemporary China, which provides higher “media visibility” for the environment risk and it’s social resistance. The Participatory environmental communication based on “NIMBY (Not In My Back Yard) syndrome” and new media, subverts the environment risk discussed by the "right-capital" elite alliance, expresses the citizen’s environmental existence rights, inspects and participates in public decision, and shapes the environmental civil society and environmental protection public realm, which constitutes the premise of the "good governance". The new media that empower citizens to report, are important social mechanism for "good governance", and environmental "good governance" emphasizes public participation, diverse consultation, reasonableness compromise, open and effective democracy process.
