摘要

受“新史学”的影响,讨论国民党在1949年前宣传失败的相关研究,多从宣传机制 僵化、组织运转失灵等角度进行结构功能性分析,忽视了有主观能动性的“人”的作 用。本文借助组织行为学的相关概念和理论,从宣传决策和决策执行两个层面来分析国 民党宣传失败的原因。本文认为,国共宣传决策者对宣传理解之差异及领导方式之不 同,造成国民党宣传执行者在执行决策时缺乏能动性,也惮于对宣传决策存在的不足和 宣传效果进行及时回馈。这些“因人而异”的差别,共同构成了所谓机制僵化、运转失 灵的自变量。

Abstract

Influenced by the New Historiography, the article analyzes the main reasons for the Guomindang (GMD) failure, as the former study often relied on structural analysis which tend to share the viewpoints that GMD publicity organs were structurally rigid and bad at propaganda. In a word, the former paper ignored the role of the individual as a member of organization. With the use of the organizational behavior theory as an analysis tool, this paper explores that the causes of GMD propaganda failure mainly originated from the following two aspects: the process of propaganda-oriented decision making and the process of propaganda-oriented decision execution. This paper argues that the diversities of decisionmaking, leadership styles, activity characteristics between GMD and CPC all lead to the GMD propaganda failure.
