Abstract

Based on Graham Wallas’ second-hand emotion and Walter Lippmann’s pseudo-environment theory, Harold Lasswell developed his world attention survey and surveillance function concept. Both Lasswell’s idea and method were similar to agenda-setting function theory. So this paper regards him as a neglected forerunner of McCobms and Shaw.
